The financial issue is relatively modest, but the symbol is strong: officials occupying housing will have to pay a heavier charge the State, and the list of agents that can claim this privilege will be reduced. In fact, they fall under two categories. Some are "absolute necessity of service function", that is, they cannot perform their function without be housed in the building or in the vicinity: they are janitors, guards of building but also the prefects. They pay step little or rent, and their expenses (electricity, water...) are often assumed by the State. Others occupy a "service utility function" and their housing presents "a certain interest for the good works of service" (Director of crèche, etc.): they pay rent, but these are trivial on the rental market value. In most cases, they have been established, under a law dated September 1, 1948, at levels no longer has any connection with the current market, and with many discounts (read here).

Review of the scales

The figures speak for themselves: according to a report published in December 2003 by Véronique Hespel, Inspector of finance, the rental value of housing accounted for EUR 1.4 billion. The amount of the levies collected by the State did not, exceed, EUR 30 million. Only officers holding conventions of precarious occupancy (e.g. for a six month mission) pay a rent corresponding to the market. The Government thus plans to refresh the scales, by an amendment to the Finance Act 2010 which will provide that royalties must move closer to the market price (even if discounts remain). The measure should be applied as early as the year next to new recipients and those who change their housing. Bercy refuses, however, to quantify the amount of the expected savings.

For agents with an "absolute necessity of service", there is still no rent to pay, but Bercy is to reduce the number of people eligible for these units. This will be the subject of a circular. "The list of the absolute necessity of service functions has been extended in a reasonable manner in some departments", recognizes the entourage of Eric Woerth. In its report, Véronique Hespel felt that the allocation of housing was often not the functional needs and obligations of presence, and that great inequality resided between departments. "Easements and constraints for housing have not been reassessed with the evolution of technologies, including phones por-tables or video-surveillance systems", says the report, always topical.

Departmental lists

For the time being, Bercy knows even say how many units are made available to its agents! Is indeed coupled controlled at the interdepartmental level, the official list, for several years, with departmental lists, which the Ministry of the Budget is not always aware. According to sources (ministries, General Inspection of Finance), the number of housing therefore oscillate between 94.000 and 137.000. The police and the military to occupy the majority (60). Those of the Ministry of National Education came in second place (28). Yet this estimate ignores the 20,000 teachers housed by the Commons, students accommodated free of charge in some schools (X, normal school, ENA) and of the Ministers.
